Casual Water is a temporary accumulation of water- for example a puddle.  Because of the weather this year you may be faced with several areas of “casual water”.  This is not the end of the world!  You are entitled to relief free of penalty.  You simply find the nearest dry spot (no closer to the hole) , drop and continue playing!!
